A Practical Guide to Tamil Nadu RERA, authored by CA Vinay Thyagaraj, Adv. E. Suhail Ahmed and Adv. Jasleen Kaur, was presented to Shri K. Phanindra Reddy, IAS (Retd.), Hon’ble Chairperson of the Tamil Nadu Real Estate Regulatory Authority (TNRERA), at a workshop organised by the Southern India Regional Council (SIRC) of the Institute of Chartered Accountants of India (ICAI).

The presentation took place during the One Day Workshop on Real Estate RERA and GST, held at ICAI Bhawan, Chennai, on 16 October 2026.

Shri Manishankar, President, NAREDCO Tamil Nadu, and CA Subba Rao Muppala, Chairman, SIRC of ICAI, were present on the occasion.

Bridging Legislation and Everyday Practice

The Real Estate (Regulation and Development) Act, 2016, has introduced a comprehensive regulatory framework governing real estate development, promoter obligations, homebuyer rights and regulatory compliance.

While the legislation establishes the underlying framework, its implementation involves practical considerations arising from state-specific rules, regulatory directions, judicial decisions and evolving industry practices.

A Practical Guide to Tamil Nadu RERA seeks to address these considerations, with particular emphasis on the application of RERA in Tamil Nadu.

Drawing on legislative provisions, regulatory developments and judicial decisions, the authors examine not merely what the law prescribes, but how it is interpreted and applied in everyday practice.

The publication covers key aspects of project registration, financial management, promoter obligations, construction-related compliance, homebuyer rights and dispute resolution.

A Reference for Real Estate Stakeholders

The book is intended as a practical reference for developers, promoters, homebuyers, chartered accountants, advocates, engineers, architects, bankers and other professionals associated with the real estate sector.

By bringing together legal and regulatory perspectives with practical considerations, the publication aims to support a clearer understanding of RERA compliance and its implications for real estate stakeholders in Tamil Nadu.

The presentation at the SIRC of ICAI workshop marked an opportunity to share the publication with the regulatory and professional community.
